Here is a picture of a Mexican building--also of concrete and block. Here they pour concrete collumns, then fill-in with block. The roofs are made of pre-cast concrete panels, which are then covered by 3" of poured concrete. The house is set on a concrete slab. I don't know what they use as a base...I think they just compact the existing hard ground.
